Eve Hill was quoted as a legal authority by FedScoop in a recent story about GSA’s report on accessible technology in federal agencies and their lack of compliance with Section 508.

Partner Eve Hill was quoted as a legal authority in a recent FedScoop article discussing the U.S. General Services Administration’s (GSA) findings on government agencies’ lack of compliance with Section 508, a law requiring federal agencies to make all of their technology accessible to people with disabilities.

GSA reported that approximately half of agencies didn’t review accessibility for their most-used information and communication technology tools. The report also revealed that a majority of agencies don’t conduct usability testing with people who have disabilities before resources are distributed or published.

Eve shared that while the report being published is a good sign that the federal government is still overseeing Section 508, GSA’s report found that compliance with the law continues to be low, reporting a 1.96 score on a 5-point scale—showing much need for improvement.

“​​I’m hopeful the issuance of this report means the new administration has not, as I had feared, given up on its oversight of agency implementation of Section 508,” Eve said to FedScoop.

Eve also told FedScoop that the report’s results are “all over the place,” with some agencies designating few resources to compliance and others actually investing in those processes and seeing benefits. Additionally, she said some agencies are more of a “mixed bag” where policies are in place, but their results are varied.

“As the report for the Social Security Administration shows, agencies that put policies and practices in place and follow them, reap the benefits in terms of accessibility results,” Eve continued.
