In a major victory for Maryland tenants, the Circuit Court for Baltimore City granted summary judgment in favor of a class of more than 17,000 Maryland tenants, finding that Westminster Management unlawfully charged illegal late-payment and court-related fees in violation of Maryland law and the terms of its leases. The court awarded more than $4 million in damages, plus interest exceeding $2 million, rejected Westminster’s defenses, denied its motion to decertify the class, and permanently enjoined the company from collecting or attempting to collect the illegal fees.
